Hmm are you trying to get the watts produced by the sun over a square meter area at the earth's surface? You might just do a google search to see what you find. I did a lot of research for school like that. Since watts = volts x amps you should be able to create a 1 square meter panel that will collect the energy and then make a circuit that has a known voltage and current that you can test. Just guessing though.

I found something. It measures luminosity of the sun compared to luminosity of a known source(300 watt light bulb). A photometer made of parrafin and a piece of foil.
