Those are dog dish hubcaps with a separate trim ring.
I think those wheels are a little wider and have a deeper trim ring than the base model.

Those came factory on the car. They are part of the lower end sport package for it. If that is the original pace car OMG! I am drooling over it too! Most of the FoMoCo Pace cars back then used the dog dish hub caps because the fact that they had the larger Ford Motor Company stamped in to them. I love most Torinos. Basically in that year a Fairlane with the Torino package.
