tool looking for a purpose to exist

I found this odd tool in a tool cabinet that I sort of inherited. The PO obviously went to garage sales and purchased odd things, but this looks like something that was sold on TV as a does everything, or fits everything tool. Very strange.

If Billy Mays was still alive, he'd be trying to pitch this tool.

...I can see it now...here he is on a commercial trying to sell baking soda. As part of the deal, if you call in the next 10 minutes, they'll throw in the channel-lock nut cracker hammer at no extra charge.

Wheel weight tool makes more sense than universal pliers. The quality of this tool is cheap Harbor Freight, so I doubt if it belonged to a person making a living in a tire shop.

I was going to jump in with the answer but you already have it. Did Brakes & Ft End for quite a few years. Have seen many a pair of pliers like that.

This tool was used in a tire shop . You use it to pull lead weights off the side of the rim and hammer on new one's. The utters are to trim some lead off a 4oz wieght.
