Paint it. That is just a coating to keep it from rusting while in stock. I don't remember what it is called.

Re: aftermarket steel replacement parts
I had ask the same question when i purchased mine. From the advice from some on this site ,i decided to scuff, prime, scuff again, then paint. I used spray bombs. After all the work it took to change it out i was looking for a little more protection.

Re: aftermarket steel replacement parts
The black is an electrostatic coating to prevent rust while on the shelf, but offers very little chemical or UV resistance. If left unfinished, it will turn chalky and the part will eventually start to rust through the coating. When I put on a new body part, I always paint the inside before I put it on, too. Leaving the inside with only the electrostatic coating is why a part with a good coat of paint on the outside will rust from the inside until the outside bubbles and cracks off like an egg shell.
