Can someone please tell me how the vent window seal,seals on the outside of the door does it lay over the door or just fits inside the window opening.

Actually it's a little bit of both. Overlaps the door on the outside of the window and on the frame on the inside of the window, swap direction at the hinge points. Not the most detailed photo I could find but maybe gives you an idea. (Thanks to Ranchero50 for the pic!)
