VIN swap...
You can't fight beaurocracy, only work around it. Don't lie or make up stories, just pisses them off. Get the title notorized with the original owner or find another truck that you have a legal title to and swap the numbers...
As bad as MD is at least I don't need notorized statements on titles.

The notary is actually supposed to witness the signing of the document. They don't care what it is or what the document says. Their purpose is to verify that the person doing the signing is actually who he says he is and to witness him actually affixing his signature. Falsely certifying this will cost them their certification, and if it were to happen at a bank, they would probably lose their job, too.
You're nearly certain to have to find an individual who either you know or a friend knows who has a Notary certification and will stamp it with only your promise that the guy actually signed it over to you.

North Carolina is horrible about titles. ANYTHING on the road must have a title no matter the age. NEVER buy a vehicle in NC if you can't get a signed + notarized title.

They'll want to see your picture ID plus his. He will probably have to sign something to show the signatures match and then hopefully the notary will then notarize his signature then yours. $5.00 each signature.

NC isn't really all that bad about titles as long as you follow the law. I've never had any trouble with title unless I bought a car from a state that doesn't do titles or notarize them. Bought a 64 Falcon Sprint from Georgia without a title and as bad as I hated to ended up selling the car because of the title trouble and just needed the money. Bought a car from SC and had to go back to clear up the title problems. Never had any trouble buying or selling in the state. Just get it signed and notarized and all is well. Usually get the new title in a week
I suggest also getting in touch with the original seller. Why wouldn't he want to sign it in front of a notary?
If you have to you can get a quick title and the DMV and have him sign it there.
