I don't see any mention about it here:

April edition of Street Rodder magazine had an article about a product called Rust Bullet, nothing but praise.

re: mystry rust inhibiting paint
POR-15 is an great rust inhibiter. I used it on my 65 mustang and it really worked good. I did the floor pans inside and out. A friend of mine pick up some at a swap meet. He really liked it and talked me into trying it out.
I did a little test just for the hell of it. I had an old rusty seat platform that I had cut out of my stang. I brushed part of it with POR-15 and tossed it out back (in Michigan weather) to see how it would hold up. That was over two years ago and it is still holding up. I figure my car- being hi and dry in the garage will last forever with POR-15 on it.
The only bad thing about POR-15 is that it does not have any UV protection. Without that it will not hold its nice shiny appearance in the sun. On the other hand it is paintable. If you wanted to use it for something other than under your vehicle you could use it like a sealer and paint over it.
