Remove anything that is loose and follow the manufacture's recommendations for preparation. The attached thread has some good information.

I've said it before and I'll say it again....products like POR-15 and Rust Encapsulator cannot protect metal that it's not touching. If you use that stuff over primer, paint, undercoat, etc., it's not protecting the metal at all....and what if that primer/paint/etc. let's go? Then so does the POR-15. If you want it to protect like it's intended, then you need to get all dirt, grease, scaly rust, etc. off first. Surface rust is OK, and in fact that stuff usually adheres better WITH some surface rust.

Prep is the key....if you take the time to follow the manufacturer's instructions to the letter and do it right, you'll probably never have to worry about it again. Take some shortcuts though, and you'll be sorry, 'cause that stuff will peel off like sunburned skin.

I like to use the POR-15 "marine clean" after I have everything scraped & sanded down. Its good stuff & it gets all the fine particles off of the surface. IF you do go with POR-15, be sure to follow the instructions to the T. Its really good stuff & I have had great success with it in the past.

For the record, I have never tried the rust encapsulator stuff from Eastwoods, but im willing to bet its just like POR-15.

I have had good luck with POR-15.

Also, just because you think something will not get sunlight, top coat the POR-15 anyway like it says.

I did not top coat the rear end on my truck and thought I would have fixed the rust holes in the bed by now. But the sun getting through the holes has messed up the POR-15.
