Ethically you CAN'T...you're the second owner, it's that simple. Now legally (No Ethics Involved Here, Think Attorney) as long as you DON'T register it in your name, than it's considered a One Owner Vehicle.
I Work in Sales at a Ford Dealer in SoCal...and I saw some pretty under handed things done that were "Legal" but NOT ethical. I wouldn't be able to live with myself personally...that's why I only lasted two months selling cars...

The only way to preserve a one-owner status in California is not to buy it. Technically you would be the 3rd owner if the dealer owned it before the first owner.

I believe dealers can legally buy/sell used cars without ever be listed as the owner. If this is true, then getting a dealer's license would allow you to do what you are wanting.
I would never consider the dealer to be the "owner" of a vehicle I buy brand new, so why would that change for dealing used cars? Nothing unethical about this in particular, as consumers are only concerned with how many different users the vehicle has belonged to.
If you purchase a vehicle with the sole intent to sell, and you are licensed to do so, it is my opinion that you could legally and ethically do so without considering yourself as an owner.

licensed? up here in this part of the great white north you don't a dealer's license until you sell something like 4 cars in a given year (at which point you are condidered a "curbsider"),then you have to pay $5000 and jump thru hoops...
....curbsiding ethically ... you basically have to look at yourself as a broker of sorts ....or so i've been told...


As for how to keep a vehicle a 1 owner? - purchase it new .
- still got my first first car 20+yrs later : 69 f100 sorta kinda pretending its a Mercury M100 w/a 70 f350 sport custom cab (factory buckets) 67 grille with 69 ranger cooneyes 68 merc box and hood,some supercool fiberglass fenders i scored way back when, 76 f150 disc brake frontend..currently running a 90 5.0HO 4bbl/c4 auto & 3.50 posi...originally a 360/c6 f100 Ranger with dealer added towpack (incl. kelsey hays trailer brake),boxside toolbox,behind the seat stowage & belly tank...only original parts left on 'er are the frame,rear end,rear springs,and rear bumper...

I would simply buy it fix what needed fixing and then when selling disclose that you bought it from the first and only owner before you to restore and sell later. List what you had to fix with reciepts.

Keep the original title and buy it using an MVR4 form. So basically you're filing for a lost title and selling it at the same time. This way you keep the original title and show you're the 2nd owner.
