OT ford tempo hard steering

93 ford tempo. 2.3 auto ps pb air. Ive had it 2 weeks. Was told it leaks ps fluid. I filled it up. Its noisy and sometimes turns hard when it gets close to one side almost to lock or the other. Whats the problem.

The valves are in the rack so I'm betting the rack is bad. But, if it's been leaking, someone could've burned up the pump if it ran dry.

It was empty of fluid. I filled it and drove it til today. The rack is leaking i think. I seen some seal kits. Maybe i can get it to stop leaking. Thanks.
